That's one party politics in CA. They try to shove something down the throats of the public, the courts get involved, and years down the road a judicial resolution is reached that nobody is happy with. The governor signed it. It is in the hands of the CHP, who support it and provided input on the bill, to promulgate the regulations

There is some discussion in CA to come up with a bill to restrict profiling of motorcyclists. People who wear vests from riders organizations are tired of being treated like 1% Outlaw Motorcycle Clubs

I used to work at charity events attended by a large number of the Vagos and the UMFs (ugly m-er f-ers), and they were a little , uh, different.

Why not have the CHP provide its input to the legislature and governor?
Answer - so the pols don't have to take the heat when the "regs" turn out to be obnoxious.
Let the faceless unaccountable bureaucrats at CHP do the dirty work
Why not leave it the way it was - no law against it?
It ain't broke, don't fix it.
Now we have to worry about the interpretations of the CHP?
And, if the regs start out OK, then next year? or ten years from now?
And, the pols' fingers are clean.
