Probably a dumb question but what is it?

First thought wheel for a motorcycle then looked at the scale of part
Then fishing reel part then realized there is nowhere for the twine to spool
Steering wheel? LOL
Pullet of some sort?

It's a jet holder. A jet to inject 50/50 methanol/water into the inlet of a turbocharger/supercharger.
Installed in the pipe between the turbo and air cleaner; in my case, right up against the face of the turbo inlet so that the cone of the jet's spray will hit turbo shaft nut and the roots (not the tips) of the inducer blades.

As you likely know, the latent heat of evaporation of water, and of methanol, substantially lowers the temperature and density of the inlet air charge before and through the compressor, increasing the pumping capacity of the compressor. In turbo talk, it moves the compressor map up and to the right by substituting a cooler and dense gas/fluid for the pump to pump. More air/oxygen delivered to the intercooler at a lower initial temperature.

Then, to drop temps/increase density (mass/moles of oxygen) even more, follow it with a second jet to spray of 50/50 after the intercooler . . . . and the methanol, does a better job than too rich mixture of gasoline in cooling combustion, helps burn the now increased oxygen. Meanwhile the water/steam slows combustion and suppresses detonation too.

But . . . . to make power with it - got to take out some of the gasoline because it is not needed to cool/suppress anymore AND advance the timing to take advantage of the now slower/cooler combustion.
